When is an FIA club not an FIA club?

We have just acquired a copy of a letter that has been sent to FIA President Max Mosley by Igor Yermilin, the president of the Russian Federation of Auto Sport and Tourism (R-FAST) which states that the Russians "strongly support the common opinion of the 24 member clubs" urging Mosley to resign.

This has coincided with rumours from Belarusia which suggest that Belarus is not going to be represented in Paris because the club does not have the funds necessary to pay the FIA membership fee, and thus may not have a vote.

It is also being suggested that the Russian federation could miss the vote, having apparently given its proxy to the Belarusians.

This may explain the letter.
