Tobacco treaty to become law by December?

The World Health Organization has announced that its anti-tobacco treaty, the Framework Convention on Tobacco Control should become international law by the end of this year. The treaty has collected the signatures of 90 percent of the countries in the world and over half of the 40 ratifications needed for it to come into force. This is one of the fastest moving UN conventions and the WHO says that this indicates the increasing commitment worldwide to control tobacco.
